Harper, also known as Cape Palmas, is a coastal city in southeastern Liberia. It is located at the mouth of the Cavalla River, near the border with Côte d'Ivoire. The city has a tropical climate with an average temperature of 27 degrees Celsius. Harper was founded in 1833 by the American Colonization Society as a settlement for freed slaves. The city played an important role in the Liberian civil war, and was heavily damaged during the fighting. Today, Harper is a major port city and a center of trade and commerce.
