Víctor Arturo Meléndez Campos was a Peruvian politician born on October 2, 1937, in Lima. He was a member of the Constitutional Congress that drafted the 1993 Political Constitution. Meléndez began his political career as a candidate for deputy in the 1990 general elections but was unsuccessful. He was elected as a constitutional congressman in the 1992 constituent elections representing the Fujimori alliance. He attempted re-election in 1995 and 2001 but did not succeed, and later ran for regional president in La Libertad in 2014 without gaining a seat.
