Sami Tugay Özçeri (1939-2003) was a distinguished Turkish diplomat who had a notable career in the Turkish Ministry of Foreign Affairs and NATO. He studied at TED Ankara College and graduated from Ankara University in 1963. Before his diplomatic career, he played football and represented the national youth team. Özçeri held various significant positions, including Deputy Undersecretary, Permanent Representative to NATO, and head of Turkey's Cooperation and Development Agency. He also served as a member of the Foreign Policy Advisory Board before retiring due to illness at the age of 63.
