Tor Ludvig Finstad (born March 8, 1937) is a former Norwegian politician who served as the mayor of Østre Toten from 1996 to 2003, representing the Centre Party. His election ended a sixty-year period of rule by the Labour Party. Finstad, a trained veterinarian, moved to Østre Toten in 1979 and was elected to the municipal council in 1983, serving three terms before becoming mayor.
