He obtained his bachelor's degree from Shanghai Jiao Tong University and later earned a doctorate from the University of Wisconsin. After returning to China, he played a crucial role in the development of the nation's telecommunications infrastructure. His contributions were recognized when he was elected as an academician of the Chinese Academy of Engineering in 1997. Tong passed away on December 19, 2017.
