Tomio Okamura is a former Japanese cross-country skier born on August 12, 1948, in Iiyama. He studied at Keiō University and achieved notable results at the Winter Universiade, including a silver medal in the relay in 1972 and a ninth-place finish in the 15 km event in 1970. Okamura participated in the 1972 Winter Olympics in Sapporo, where he placed 47th in the 30 km event and 10th in the relay with teammates Hideo Tanifuji, Kunio Shibata, and Akiyoshi Matsuoka.
