During his tenure, he collaborated with the Labour Party (Arbeidarpartiet) to secure a majority in the municipal council. Pia Øberg from the Labour Party served as his deputy mayor. Fosen had been politically active in Flesberg for 12 years prior to becoming mayor, having also served in the executive committee in the preceding term.
