He was one of six ministers in the President's Office and notably held positions as the Mayor and Chairman of the Naypyidaw Council. His tenure included responsibilities as the Minister of Progress of Border Areas, National Races, and Development Affairs. Thein was appointed as the interim mayor of Naypyidaw on 1 March 2006. He passed away on 17 March 2024, due to brain cancer.
