Telésforo Ramos Huancas was a Peruvian politician born on January 5, 1955, in Huancabamba Province. He studied agricultural engineering at the Universidad Nacional Pedro Ruiz Gallo from March 1974 to September 1982. After his studies, he worked at the Ministry of Agriculture from 1983 to 1986 and then at the Regional Government of San Martín until 2006. He was elected as the mayor of Moyobamba in 2006 and was affiliated with the Acción Regional party. Ramos passed away at 55 due to cancer on October 12, 2010, and was buried in Moyobamba's Cementerio Central.
