Tatsuo Ōtsuka (April 14, 1924 - July 26, 1999) was a Japanese labor economist and welfare entrepreneur. He graduated from Doshisha University in 1949 and worked in social welfare organizations from 1948 to 1954. He held various academic positions at Doshisha University, becoming a professor in 1964 and an emeritus professor in 1990. Notably, he was involved in the first rehabilitation camp for disabled children organized by the Kyoto YMCA in 1955 and later founded and served as chairman of the Kyoto Association for Welfare of Disabled Children.
