Oka studied at the University of Tokyo, earning his bachelor's degree in 1955 and his doctorate in 1960. He worked at the Herzberg Institute of Astrophysics as a research physicist from 1963 to 1981. His research focuses on molecular ions in laboratory plasmas and their spectral comparison with astronomical plasmas. He has received several prestigious awards and is a fellow of multiple scientific societies.
