Born on December 5, 1939, in Kitakata, Fukushima Prefecture, he began his career in 1966 as an assistant director on the Tsuburaya Productions series 'Ultra Q'. He made his directorial debut in 1968 with 'Fighting Mighty Jack'. Tōjō continued to work predominantly within the special effects television drama genre, collaborating mainly with Tsuburaya Productions and Toei.
