Ryōichi Naitō (December 18, 1905 - March 28, 1983) was a Japanese construction bureaucrat and architectural scholar. He graduated from the Tokyo Imperial University with a degree in architecture and was involved in housing administration in local areas. Later, he worked as the head of the guidance section of the Housing Bureau in the Ministry of Construction, playing a significant role in the establishment of the Architect Law. In his later years, he taught at Yokohama National University.
