Rubem de Andrade Arruda is a Brazilian physician and rear admiral born on December 28, 1933, in Resplendor. He graduated in medicine in 1957 from the Medical Sciences Faculty of the State University of Rio de Janeiro and later completed a postgraduate degree in hospital administration in 1970 at the Pontifical Catholic University of Rio de Janeiro. In 1993, he was elected a member of the National Academy of Medicine, holding Chair 76, which is named after Joaquim Pinto Portella.
