Roberto Messias Franco is a Brazilian geographer and politician born on December 30, 1946, in Rio de Janeiro. He served as the special secretary for the Environment during João Figueiredo's government in 1985, a position equivalent to that of the Minister of the Environment today. Franco was also the president of IBAMA from 2008 to 2009. In February 2016, he faced allegations from the Federal Public Ministry for allegedly granting an environmental license for the Jirau hydropower plant in 2008, violating environmental regulations and technical opinions.
