Richard L. Samuels was a Cook County Circuit judge who served nearly 30 years at the Sixth Municipal District Courthouse in Markham, Illinois. He is known for presiding over the high-profile rape case against Gary Dotson in the 1970s and 1980s, marking the first instance of DNA evidence exonerating a man. Despite the alleged victim recanting her testimony, Samuels upheld the conviction. He retired in December 2000 and passed away from cancer on April 14, 2001, at age 74.
