He earned his bachelor's and master's degrees from Rensselaer Polytechnic Institute and a doctorate in mechanical engineering from the University of Connecticut. Veltri worked for the United Technologies Research Center and served on the East Hartford Town Board as a Republican. He was a member of the Connecticut House of Representatives from 1994 to 1998, contributing to local education and political policy.
