Vsevolod Ilyich Chernetsov was a Soviet engineer-designer and professor, born on November 19, 1915, in Omsk, Russian Empire, and died in 2004 in St. Petersburg, Russia. He served as the first secretary of the Leninograd City Committee and Regional Committee of the Komsomol during the Siege of Leningrad. Chernetsov was a member of the Bureau of the Central Committee of the Komsomol, convicted in the Leningrad case, and was awarded the Order of Lenin. He also held a Ph.D. in technical sciences.
