Lieutenant General Vijay Shamsher served as the head of Nepal's Foreign Relations Office during Prime Minister Mohan Shamsher's tenure. He was also the Director General of Munshi Khana. He contributed to the constitutional reform committee led by Bahadur Shamsher, established by Padma Shamsher. Shamsher made significant efforts to secure Nepal's membership in the United Nations, but Nepal was unable to join due to a veto by the Soviet Union.
