Harutyunov was instrumental in developing standard measurement systems for electrical and magnetic quantities and contributed to various new directions in metrology. He authored 12 inventions, 10 monographs, and textbooks, while serving as director of the D.I. Mendeleev All-Union Research Institute of Metrology from 1956 to 1976.
