A member of the PvdA, he studied law and became a member of the Provincial States of Utrecht in 1946. Agter aimed to modernize Assen, encouraging retail development and inviting media attention to improve the city's image. He played a significant role in establishing the NAM office in Assen and worked on various urban development plans but faced challenges with plans for a technical school.
