Plinio Idelfonso Casas Buitrago was a Colombian road cyclist and sports leader, born on October 2, 1951, in Ráquira, Boyacá, and passed away on October 28, 2009, in Bogotá. He won the 1980 Vuelta a Chile and secured second place in the 1976 Vuelta a Colombia, along with three stage wins between 1975 and 1978. Additionally, he served for 12 years as President of the Boyacá Cycling League and was the President of the Colombian Cycling Federation at the time of his death. He is the father of cyclist Iván Mauricio Casas.
