Graduating from the United States Naval Academy in 1927, he commanded the USS Halibut and led successful war patrols sinking significant amounts of Japanese shipping. His notable achievements earned him two Navy Crosses and the nickname 'Deadeye Phil.' After 30 years of service, he retired in 1957.
