He graduated with a geology degree from the University College of Wales in 1974, followed by a PhD from the University of Cambridge. Allen held various academic positions, including professorships at Trinity College Dublin, ETH Zurich, and Imperial College London. He authored over 100 scientific articles and co-authored the influential book 'Basin Analysis'. His research focused on sediment routing systems and he was active in promoting the connection between geology and climate.
