He served as the chairman of the Danish Children's Council from 1998 to 2001. Educated as a school teacher in 1955, he earned his cand.psych. in 1968 and dr.phil. in 1983. Jørgensen was a research leader at the Social Research Institute and later a professor of social psychology at the Danish School of Education. He was an advocate for children’s rights, fighting for the abolition of parents' right to physically discipline their children, achieving this in 1997.
