Per Oddvar Kjelstad, born December 28, 1942, is a Norwegian local politician who served as the mayor of Gaular municipality in Sogn og Fjordane for two periods; first from 1979 to 1987 for the Centre Party, and then from 1995 to 2003 for a local gathering list. He was elected to the municipal council in 1971 and led efforts for protecting the Gaular river system. Kjelstad has held various positions, including chair of Sunnfjord Sag and various roles in forestry organizations. He received the gold marker from Norges skogeierforbund in 2005.
