Paul M. Starnes was an American politician from Tennessee, serving as a Democrat in the Tennessee House of Representatives from the 31st District between 1972 and 1990. Born in Chattanooga on December 31, 1934, Starnes was educated at several institutions including the University of Chattanooga. He took office after Republican Granville Hinton and was succeeded by Kenneth J. Meyer. Starnes had a background in education, previously working in the Hamilton County Department of Education. He passed away at the age of 80 on January 9, 2015.
