Narcisa 'Ching' de Leon Escaler is a Filipino diplomat and entrepreneur born on July 30, 1944, in Manila. She served as the Permanent Representative to the United Nations in Geneva from 1989 to 1992 and then in New York City from 1992 to 1994. Following her tenure at the UN, Escaler was the Deputy Director General of the International Organization for Migration (IOM) from 1994 to 1999.
