He graduated from Ōita Normal School and worked as an elementary school teacher while promoting children's songs. He later produced children's films and founded the Japan Children's Story Association in 1946, launching the magazine 'Dōwa'. Gotō received several accolades throughout his career, including the Mobil Children's Culture Award in 1966 and the Yokikawa Eijirō Cultural Award in 1968.
