He served in the Western Australian Legislative Assembly as the Liberal member for Murray-Wellington from 2005 to 2017. Before entering politics, Cowper was a police officer, and he worked in various locations including Broome and Fitzroy Crossing. He holds diplomas in Search and Rescue and Business Management. Cowper was elected to the Legislative Assembly in 2005, succeeding John Bradshaw, and was later appointed as a parliamentary secretary in the Barnett Ministry.
