He graduated from the University of Tokyo in 1978 and completed his master's in 1980. He worked at the Central Research Institute of Electric Power Industry from 1981 to 1997 and served as a professor at Kyoto University from 1997 to 2020. Chigira has received accolades such as the Japanese Society of Applied Geology Award and has been associated with various geological research positions, including his current role as chairman at Fukada Geological Institute since April 2020.
