Martti Veli Emil Parkkari (November 26, 1938 – August 12, 2016) was a Finnish composer and musicologist. He studied composition under Joonas Kokkonen and musicology at Helsinki University. He worked as a music critic for Uudessa Suomessa and dedicated his career to the Turku Conservatory, where he served as a lecturer in music history and theory, as well as an assistant principal. Parkkari retired in 2003. His compositions are noted for their naivety, seen as a reaction against the modernism of 1960s and 1970s art music.
