Manuel Fernández Ramos is a Basque politician born on February 22, 1949. An industrial draftsman and technical architect, he was a member of the National Committee of the PSE-PSOE from 1978 to 1988 and served as the Secretary of Social Movements and Citizen Participation of Biscay from 1991. He was a deputy of the General Councils of Biscay from 1979 to 1983 and the mayor of Ortuella from 1979 to 1987. He was elected senator for Biscay in the 1986 Spanish general elections and served as a designated senator from 1989 to 1995.
