He spent his first 27 years in his hometown, where he began writing intimate poems and tales mainly in French and the local dialect. Alongside a career as a civil servant, he researched Walloon philology and directed a local theater group. Declercq received prestigious awards for his poetry and passed away on December 8, 1997, in Soignies, where he lived for nearly 40 years.
