He served as Secretary for Home Affairs until 2020 and was a member of both the Legislative Council and the Executive Council. Lau is notable for his political affiliations, having been vice-chairman of the pro-Beijing Democratic Alliance for the Betterment and Progress of Hong Kong, which he joined after founding the Civil Force in 1993. He also has roots in a pro-democracy party, the United Democrats of Hong Kong.
