Born on February 7, 1932, in Gävle, he completed his studies in medicine after moving to Uppsala in 1951. Bäcklund was an influential figure at Gästrike-Hälsinge nation, serving as rector and later as inspector. He earned his doctorate in 1963 with research on ureter physiology, eventually attaining a professorship. Additionally, he held the position of chairman of Uppsala municipal council from 2006 to 2014, representing the Moderate Party.
