L. L. Rakov was a Soviet military historian, museum worker, writer, and memoirist, born on August 9, 1904, in Yakutsk and passed away on February 8, 1970, in Leningrad. He was the founder of the State Memorial Museum of Defense and Blockade of Leningrad established in 1944 and served as the director of the Public Library in Leningrad from 1947 to 1950.
