Kōtarō Takemura, born on October 12, 1945, in Kanagawa Prefecture, is a Japanese writer, historian, civil engineer, and former government bureaucrat. He holds a Ph.D. in Engineering from Meijo University (2004). His research focuses on civil engineering, particularly river engineering. Under the pen name Tōya Shima, he has written numerous essays for construction-related industry publications. Currently, he serves as the chairman of the Riverfront Development Center and is the representative director and secretary-general of the Japan Water Forum.
