Kenneth Eugene Parnell was an American convicted sex offender and kidnaper, notorious for abducting children. He is infamous for the kidnapping of Steven Stayner in 1972 and Timothy White in 1980, both occurring in California. Additionally, Parnell was convicted in 2004 for attempting to procure a child for sexual purposes. His criminal actions have had lasting impacts on child safety laws. Parnell spent the remainder of his life in prison, where he died in 2008.
