K. V. Fotiev was a Russian émigré church and public figure, born on November 11, 1928, in Moscow, USSR, and passed away on August 28, 1990, in Munich, Germany. He served as a protodeacon in the Orthodox Church in America and was a member of the Labor People's Union. Fotiev was related to notable émigration figures L. A. Rar and H. A. Rar, and he was also the nephew of the surgeon S. S. Yudin.
