Julio Rafael Castillo Sagarzazu is a Venezuelan politician and professor born on February 19, 1951, in Valencia, Venezuela. He served as the mayor of Naguanagua from 2000 to 2008 and was a member of the National Congress. He began his political career in the 1970s with the Revolutionary Left Movement and later served as city councilor and congressman. He was affiliated with several political parties before joining Voluntad Popular in 2015. Castillo has also been a professor of Economic Law at the University of Carabobo and has actively commented on political events.
