Julião Mateus Paulo, also known by his nickname Dino Matrosse, is an Angolan politician born on December 30, 1942, in Bengo Province. He is a member of the People's Movement for the Liberation of Angola (MPLA) and served as a General in the Angolan Armed Forces (FAA). Paulo held significant political roles, notably as Minister of State Security from 1981 to 1986, and later as Secretary General of the MPLA from 2003 to 2016.
