Henry Joly Dixon is a retired European civil servant who served as Director of International Affairs in the European Commission from 1993 to 2003. He was previously an aide to President Jacques Delors on Economic and Monetary Union (EMU). In 1999, he became Deputy Special Representative for UNMIK, focusing on reconstruction efforts in Kosovo. After leaving the Commission in 2003, he took on roles including Commissioner of the Statistics Commission and Chair of Jersey's Fiscal Policy Panel.
