Kölhi held various public positions, including mayor of Raahen and Lappeenranta. His tenure saw the annexation of several municipalities. He received notable honors, including the title of Urban Councilor in 1994 and honorary doctor from Lappeenranta University of Technology for his significant contribution to its establishment.
