He served as a professor at the University of Antwerp teaching constitutional law and other legal subjects until 2022, and worked as an assessor at the Council of State. Velaers earned his law degree and philosophy degree from the Catholic University of Leuven and obtained a doctorate in law from the University of Antwerp. He has authored significant works on free speech and biographies of historical figures. He has received multiple awards for his contributions to law and history.
