James Preston Waters III, born in 1967, is a rear admiral in the United States Navy. He has been the commander of the Navy Recruiting Command since March 27, 2024, and previously held the position of Director of Military Personnel Plans and Policy from 2021 to 2024. Waters commanded Submarine Group 2 from 2019 to 2021. Raised in Ellington, Connecticut, he earned a B.S. in systems engineering from the U.S. Naval Academy in 1989 and studied at Oxford University on a scholarship until 1991.
