James A. Parker (April 30, 1922 – August 21, 1994) was an African-American foreign service officer in the U.S. State Department. He gained recognition in 1963 for winning a housing discrimination case in Lexington, Massachusetts while attending Boston University. After serving as a sergeant in World War II, he earned a degree in public administration from American University. Parker worked as a foreign service officer in Liberia, Nigeria, and Spain, and he took a sabbatical to pursue African studies at Boston University.
