Margaret Inez DeGraw Baker (1921-2011) was an influential American civic activist and Democratic politician notable for becoming the first woman to represent Portsmouth, Virginia, in the Virginia General Assembly. During her political career, she served two terms in the Virginia House of Delegates, first elected in 1959 during the Massive Resistance crisis. She worked as a bookkeeper and was active in various social issues, gaining attention for her legislative proposals. After her political career, she remained engaged in her community and was eventually buried in Cedar Grove cemetery in Portsmouth.
