Air Commodore (retired) Ibrahim Kefas (1948–2021) served as the military administrator of Cross River State from December 1993 to September 1994, and then Delta State until August 1996 during General Sani Abacha's regime. On 26 September 1994, he became the governor of Delta State. His tenure was marked by political dismissals, including the sacking of Delta State University Vice-Chancellor Frank Ukoli. In 2002, he faced a violent attack at a political rally. He was the 2007 National Democratic Party gubernatorial candidate in Taraba State, losing to the PDP's Danbaba Suntai.
