He graduated with a bachelor's and master's degree from National Chengchi University and earned his PhD in journalism from Southern Illinois University. He has worked as a reporter for Min-Sheng Daily, served as the director of the Institute of Journalism and Communication at National Taiwan Normal University, and was the spokesperson for the Executive Yuan under Ma Ying-jeou's administration. He is noted for being the first political figure in the Republic of China to resign due to inappropriate remarks on Facebook and an affair with a student.
